I reviewed the final package for the 2020 annual release SDMX-MES National Accounts DSDs and I have only one question on the labels of two sectors in CL_SECTOR.

Indeed, in the final package, the labels of sectors S123A and S1123B are the following:

 

S123A: Stable Net Asset Value (NAV) MMFs

S123B: Floating NAV MMFs

 

In the written consultation we launched last year on the non-bank financial intermediation guidelines, a majority of G20 countries indicated that it would be better to replace “Stable” by “Constant” for S123A, and “Floating” by “Variable” for S123B.

 

In this respect, would it be possible to modify the labels of sectors S123A and S123B as follows?

S123A: Constant Net Asset Value (NAV) MMFs

S123B: Variable NAV MMFs

 

As only the OECD is currently using these two sectors in data collections, I do not think there is any issue to make this correction.

ECB fast track request for additional codes in STO

ECB requests a fast-track release of the NA DSD. We need to include few new code values in the STO codelist.

The new codes to request in the NA DSD update for STO are:

RREV – Revaluation rate (PIM)
RTOT – Total rate (PIM) [RTOT = RDEP + RRET + RREV]

Discrepancy between SEEA Matrix and DSDs - UNIT_MULT

In the SEEA DSD Matrix, UNIT_MULT is marked as being represented by an Integer. The actual SEEA DSDs are however using the CL_UNIT_MULT cross-domain code list, which contains all integers from -15 to 15.  

It would be important to align the Matrix with the actual DSDs. Since the norm for the other SDMX-MES DSDs is to use the CL_UNIT_MULT code list, the DSDs are right and that the matrix needs to be corrected by indicating that the concept UNIT_MULT is represented by CL_UNIT_MULT.

Mention of NACE instead of ISIC labels in CL_INTERACTORS

Three codes in CL_INTERACTORS that have an explicit reference to NACE in the label or description:
* Code “_T”: the description reads “This aggregate includes all activities (All NACE and households activities, non-residents and not allocated)”
* Code “ATU”: the label reads “All NACE activities”
* Code “ATU_HH”: the label reads “All NACE and households activities”

The description of the CL_INTERACTORS code list mentions both NACE and ISIC (_“Covers NACE/ISIC, households and Total”)._

UNSD would have a strong preference to replace all mentions of "NACE" with "ISIC", since this is a global DSD and ISIC is the international classification.

However, if this would complicate country reporting too much, and NACE would also need to be mentioned, then UNSD would prefer ISIC to be listed first, i.e. "ISIC/NACE".

In the Registry for the FDI DSD, we will need to add an additional constraint for the new code ‘S1272A’, so this code cannot be used for reporting FDI using the FDI DSD. We already have such constraints for codes S1SP, S12SP, S1SSP and S1273. Those constraints were added in the FDI DSD following issue SDMXNA-559

 

Also, given the change in label for code S1273, we should remove the current constraint for this code as it is no longer SPE related.

New codes for PPS in CL_UNIT

In CL_UNIT, we have different codes available for expressing values in purchasing power parities as a ratio. Specifically, we have codes for EU27 (prior to 2013, code B4 in the DSD) and for EU28 (until 2020, code B5 in the DSD).
* PE_R_B4 - Euro, converted using purchasing power parities; ratio to EU27
* PE_R_B4_POP - Euro, converted using purchasing power parities; ratio to EU27 per capita
* PE_R_B5 - Euro, converted using purchasing power parities; ratio to EU28
* PE_R_B5_POP - Euro, converted using purchasing power parities; ratio to EU28 per capita

We also have a code to show that data is expressed as PPS, code "PE - Euro, converted using purchasing power parities". This code however does not specify which aggregate is used to calibrate the PPS (so for which aggregate PPS = EUR).

We propose two improvements:
* Create new ratio codes for the new B6 aggregate: PE_R_B6 and PE_R_B6_POP
* Specify from now on which aggregate is used to calibrate the PPS values by introducing new PE codes. We would therefore:
** Propose the introduction of "PE_B6 - Euro, converted using purchasing power parities (PPS = EUR for EU27)".
** For backwards-compatibility reasons, we would keep "PE" for PPS=EUR for EU28, but would adjust the label accordingly:  "PE - Euro, converted using purchasing power parities (PPS = EUR for EU28)"

CL_SECTOR: Change in sub-sectors for S125

Last year, we added the following new sector codes in the dimension *CL_SECTOR:*

After a thorough analysis of the comments made by countries and international organisations as well as further research on the criteria to clearly distinguish between financial corporations engaged in lending (S125B) and specialised financial corporations (S125D), we came to the conclusion that _central clearing counterparts_ (S125D1) could not be part of the specialised financial corporations subsector as they do not qualify as providing a wider range of services (in addition to providing credit) targeting specific groups of clients. In this respect, _central clearing counterparts_ have now become a subsector of the Other OFIs (S125E) and its sector code has moved from S125D1 to S125E1. In addition, the name of the subsector S125E1 has changed into “Central clearing counterparties” to comply with official standards (ESA 2010 and 2008 SNA).

 

In conclusion, the subsector breakdown for other financial intermediaries (OFIs) should be changed as follows:

CL_SECTOR - changes needed in subsector breakdowns

I would like to submit an additional issue for this year’s release package of the SDMX NA DSD Matrix.

Last year, we added new sector codes in the dimension *CL_SECTOR* for new data series requested as part of the more advanced ambition G20 templates related to recommendation 8 on institutional sector accounts. These new sector codes relate to more granular subsectors of the financial corporations’ sector (S12) requested in the “shadow banking” template entitled “_Additional sectors and instruments to capture relevant developments in the financial world”_. Please see attached. In particular, we added the following subsectors for the captive financial institutions S127:

At the last OECD annual meeting of the Working Party on Financial Statistics in November 2019, the OECD presented a document with draft definitions for these new subsectors and instruments, anticipating the inclusion of these new subsectors and instruments as voluntary items in the OECD collection templates in 2020. Because the breakdowns largely concern new subsectors and instruments that are not covered in the 2008 SNA, clear and comprehensive definitions are needed to assist countries in the compilation of relevant estimates. As a follow-up, the OECD launched a written consultation in December 2019 to obtain feedback on these draft definitions. We are currently in the process of revising the draft definitions to integrate comments and suggestions made by OECD and G20 countries as well as international organisations. This revised document will accompany the data request that will be sent out in June 2020.

 

After reviewing all the comments, it is clear that small changes are needed regarding the subsector breakdown for the captive financial institutions. In response to various comments made, this should be changed as follows:

As you can see Brass plate companies, which was a separate subsector (S1272) in the initial classification, are now included in the corporate groups’ captive financial entities subsector and renamed as "foreign owned SPE-type captives", as it turned out that brass plate companies are only relevant for a small number countries and that there would be no need to present it as a generic separate subsector in the template. The name has changed as brass plate companies is more a transversal term, as these entities may also be classified under the sector S11. In this respect, the sector S1273 “SPEs and conduits” has been changed into “Corporate groups’ captive financial entities” (S1272), also including “foreign owned SPE-type captives” which have now become subsector S1272A. The change in the name of “SPEs and conduits” relates to the fact that “SPEs” is more a generic term applicable to units that might belong to various sectors than a subsector name. For that reason, it does not make sense to use this term in the name of a specific subsector.

In conclusion, the sector S127 has now only 3 subsectors: S1271; S1272 and S1273, with an “of which” subsector S1272A for sector S1272.

 

We would very much appreciate if the dimension *CL_SECTOR* could be updated this year with these revised subsector codes for S127 Captive Financial Institutions, to be able to reflect these improvements and to facilitate the data collection for this information in the course of 2020.

I would like to make the following update to the _CL_TYPE_ENTITY_ code list, which is specific to the FDI DSD and maintained by the OECD:
* A new code should be added :  _Z  for ‘not applicable’

 

We sometimes use this code when disseminating FDI statistics in ‘simplified’ public datasets which do not contain the type of entity concept.  In any case, I believe it is good practice to have this type of standard code within a code list.

CL_AREA - change of integrity rules because of Brexit

Some codes that represent areas with changing compositions have an integrity rules in the description where the countries are explicitly listed.

In the context of Brexit,the description should be changed.

Some examples include the EU current composition, (code ‘B00’), the OECD current composition (code ‘P0’) and all the other codes based on these (e.g. ‘Europe Excluding OECD countries’, code ‘E1X’). Most of the descriptions for these cases indicate the year in which a new code has been added / removed.

This ticket proposes to review some descriptions following this practice, as it provides a more correct integrity rule and also clarifies that the code should indeed be interpreted as referring to the “current composition”.
As a general practice, it is proposed to use the words “from” and “until” to indicate the times at which the composition changed, as is already the case in other integrity rules. We could also only indicate the year, as is already the case for changing composition.

No need to go back until1957. We can start from 2004 to keep things simpler.
We could also consider removing the integrity rule for G2. It is a bit misleading since it excludes the reference area.

OECD and Eurostat to agree on an approach for table identifier

OECD highlighted that the core issue of the NA model is that only a single table ID is possible per time series. In cases where the whole cube in managed in the same database, there is no possibility to mark multiple reporting tables for a single series. National Bank of Belgium is affected by the issue for ESA reporting from Q1/2020. The current preference for implementation is option B, since it only means a minor change of the DSD, adding codes to the table identifier code list. It will also mean to update related SDMX constraints owned by Eurostat to allow those new table identifiers. OECD will discuss bilaterally with Eurostat on a follow up of the issue in the context of the next annual release. Eurostat has done a mapping of series across tables, which can be valuable input to the list of required codes. A "softer" option B would be to be less explicit, using a general code for “multiple tables”.

Correction of labels for D1,D2,D3,D4,D5,D6

In BOP DSD v.1.10 incorrect labels for codes D1,D2,D3,D4,D5 were introduced. The label is the same for five codes and is Extra-EU 28 (fixed composition) excluding CA, RU, CH, TR, US, F2, E4, B2, as of 1 July 2013.
The correct labels should be:
D1 - Extra EU 12 (fixed composition)
D2 - Extra-EU 15 (fixed composition)
D3 - Extra-EU 25 (fixed composition)
D4 - Extra-EU 27 (fixed composition)
D5 - Extra-EU 28 (fixed composition)

Additionally, due to postponement of Brexit label for code D6 should be changed from Extra-EU 27 (fixed composition) excluding GB, as of 29 March 2019 to Extra-EU 27 (fixed composition) (including United Kingdom).

Inconsistency between the Matrix and the DSD SEEAMFA

The Matrix for SEEA domain references the dimension INTERACTORS in the DSD SEEAMFA but this dimension is missing in the DSD in the Registry

This issue is linked to the ticket SDMXNA-460

There is no impact on the current data collection because a constant is assigned to this dimension and it is also absent in the corresponding questionnaire used by Eurostat.

The way to fix this issue has to be discussed:

  - remove the dimension in the matrix

  - add the dimension in the DSD and review all the corresponding questionnaires

The code list CL_STO includes the codes P2 (Intermediate consumption) and P3 (Final consumption expenditure). These codes are currently used in Energy accounts dataflows as proxies for “Transformation use of energy” and “Final Energy Use” respectively.

Transformation use of energy consists of transforming energy products to create other energy products, e.g. crude oil into gasoline, whereas final energy use consists of using energy products to product energy. However these flows are not identical to P2 and P3 in national accounts, for instance burning gasoline to produce energy (to move cars) may be done by businesses for P2 or by families for P3.

In order to avoid the use of proxies not fully matching the code concept and the represented variable, we propose the creation of two new codes as subcategories of “Total Use”:

Code list: CL_STO

- Proposed code/label: TUTU / "Use of energy residuals by the environment during  transformation of the energy products (Losses of energy products during transformation)”

- Proposed code/label: TUEU / "Use of energy residuals by the environment during end use of the energy products (Losses of energy products during end use)"

Regrettably the existing code "D" is insufficient to encompass both types of flows, i.e. on the one hand between economic units and on the other hands between the economy and the environment.

In addition, two subcategories of "Debit" are needed, in particular for energy accounts. The use table for enegy accounts is subdivided in two tables: "Transformation use of energy flows" and "End use of energy flows. Accordingly three new codes are proposed:

We are flexible as to the timeline for implementing this change as we will likely not be providing an official datafile until around September.
