Main methodological differences compared to previous survey(s): In the previous years the survey was carried out as a face-to-face survey, where the sampling procedure had been different from the actual one. The research institute, that had carried out the survey in the last years is a CRP (Centre de recherche publique) run under the authority of the government, which means that the sampling procedure (and the registration of the no-responses) could be done differently, because a state-run institute has data available, that are not available to private research institutes for data-protection reasons.

This year the survey was carried out as a CATI-survey. This CATI-survey has the advantage as far as the sample is concerned, that it uses pure random for all households in the Grand-Duchy of Luxembourg. In the last years, only citizens covered by the social security system were included in the survey. That means that the families working for the EU or for other international institutions were excluded.

This year, there are nearly no background data concerning the no-responses (on the unit level) available. The telephone interviews were conducted until the quotas were sufficiently fulfilled (and only totally answered interviews were counted as “successful”). No-responses on the item level can only occur, if in the questionnaire a no-response item had been included.

Further, a second (non-EUROSTAT) survey concerning the ICT usage in private households had to be included in the interviews.
