In September 2018, the  2011 Census frame was updated with the domestic consumers of electricity that were connected after Census, obtained from the Electricity Authority of Cyprus with the domestic consumers of electricity that were connected in the period from September 2016 to September 2018.

There is one-to-one correspondence between the domestic consumer of electricity and the statistical definition of households.

A probability sampling design is used, with 1 sampling stage in urban areas and 2 sampling stages in rural areas.

The sampling methods at first stage are:

-simple random sampling in urban areas

-systematic sampling with probabilities proportional-to-size, without stratification effect in rural areas.

The sampling unit at the ultimate stage is the household. All individuals in the household are interviewed.

The 2011 Census frame was updated in September 2014, with the newly-constructed housing units, obtained from the Electricity Authority of Cyprus. There is one-to-one correspondence between the domestic consumer of electricity and the statistical definition of households.

The sampling frame used for the selection of the sample was the 2011 Population Census Frame, with reference date the 1st of October 2011.

The problem of timeliness does not exist, since the sampling frame used was the 2011 Population Census Frame which has as reference date the 1st of October 2011. Additionally a Post Enumeration Survey, launched one week after the completion of Census 2011 in Cyprus, showed that the degree of coverage of the number of persons enumerated in the Census was very high.

 

Stratification:

The sampling frame is stratified into urban and rural strata by district.

There are 9 stratums. The size of the sample is predetermined on the basis of the average size of households having at least one individual in age group 16-74. The size of the sample should satisfactorily serve the desirable and acceptable confidence limits of the survey results, taking always into consideration time and cost constraints.

The households are then allocated in each stratum according to the number of households with at least one member of age 16-74 in the 2011 Population Census Frame. The selection of the sample in urban areas is done by simple random sampling.

The selection in rural areas is done in two stages. The villages of each district are the Primary Sampling Units and the households the Ultimate Sampling Units. Villages with a very small number of households are merged with neighbouring villages in order to form a complex with sufficiently large number of households.

All the villages/complexes of each district are listed in ascending order of size. The sample of villages is drawn with Probability proportional to size (P.P.S), the latter being determined from the number of households.

For the selection of the households in each selected village, simple random sampling is employed in each village separately.

In addition, the newly constructed housing units since 2001 were also included in the frame. A list of domestic consumers of electricity that incorporates new consumers was obtained from the Electricity Authority of Cyprus (EAC). It has already been tested that there is one to one correspondence between the definition of the housing units of EAC and the statistical definition of household.

 

Stratification:

The sampling frame is stratified into urban and rural strata by district.

The size of the sample is predetermined on the basis of the average size of households having at least one individual in age group 16-74. The size of the sample should satisfactorily serve the desirable and acceptable confidence limits of the survey results, taking always into consideration time and cost constraints. 

The households are then allocated in each stratum according to the number of households in the population census register.

The size of the sample is predetermined on the basis of the average size of households having at least one individual in age group 16-74. The size of the sample should satisfactorily serve the desirable and acceptable confidence limits of the survey results, taking always into consideration time and cost constraints. 

The households are then allocated in each stratum according to the number of households in the population census register.

The selection of the sample in the urban areas is done by using simple systematic random sample. A random start is selected and by using the sampling interval N/n for each district (urban areas) respectively.

The selection in rural areas is done two stages. The villages of each district are the Primary Sampling Units and the households the Ultimate Sampling Units.

All the villages of each district are listed in ascending order of size. The sample is drawn with Probability proportional to size (P.P.S.), the latter being determined from the number of individuals. Once a PPS sampling is employed the number of households in each selected village is fixed at 20. In cases of very small villages with less than 20 households, these villages are attached to other neighbouring ones and they are considered as one village.

For the selection of the households in each selected village, simple systematic random sampling is employed in each village separately.

Change of definition of household Internet access between 2004 and 2005. In 2004 – household Internet access was measured by the technical capacity households had to access the Internet. In Cyprus users need not have a subscription to an ISP but just dial the number of the service (cytanetforall).

In 2005 - The definition was changed so only those households which accessed the Internet at least once during the first quarter of 2005 were taken into account.

The size of the sample, i.e. 1.702 households and 4.000 individuals, could satisfactorily serve the desirable and acceptable confidence limits of the survey results, taking always into consideration time and cost constraints. 

The households were then allocated in each stratum according to the number of households in the population census register.
