Sampling and statistical methodology:

Last update of the business register: December 2020. Sample was drawn in March 2021.

Frame population is in some extent coordinated with SBS Annual Survey (SP). Some of enterprises participate in both surveys. One frame is used during different stages of the statistical process.

Stratification:

The sample size fluctuates around 18.4% of the population of N units, which, based on the results from previous years, ensured adequate precision of the results in the assumed breakdowns. The variables used for stratification are: the economy activity (NACE rev2, 25 categories, RD variable) and size of enterprise (as number of persons employed, 3 categories, WLK variable). All large enterprises (with more than 249 employees) and all entities from WLK * RD stratas, whose N is less than 200, are included in the sample. The rest of the sample is allocated in WON * NTS1 * WLK * RD stratas (WON and NTS1 are territory codes to ensure that enterprises from all country will be choosen) by solving the following formula : nh = 0.6 * (allocation proportional to the size of the strata) + 0.4 * (allocation to square root of the number of elements in given strata). The use of such a method of sample allocation gives a slight over-representation of the smallest stratas at the expense of the larger ones - it has been used to improve precision - especially in small breakdowns

Reference period: Reference period of national survey is consistent with Model Questionnaire.

Collection method:

Mandatory, stand-alone survey.

The survey will be carried out using the self-reporting method using the electronic form as the primary one, available on the Statistical Reporting Portal. Enterprises which don't have access to Statistical Reporting Portal have possibility to submit paper form. In singular cases respondents who have difficulties to answer questions, have possibility to fulfill obligation via telephone interview with Statistican.

NACE Rev. 2 sections C, D, E, F, G, H, I, J, L, M and N, division 95.1.

The sample enables to obtain estimates with sufficient accuracy for additional group defined as NACE rev2: 26.1-26.4, 26.8, 46.5, 58.2, 61, 62.01, 62.02, 62.03, 62.09, 63.1, 95.1.  All large enterprises (having more than 249 employees) were included into sample. All units from the last year sample that existed in 2013 and were not present in 2012 year sample were included into the sample. Also stratas in the frame contained small number of units were integrally included into the sample. The calculation of sample sized was based on precision requirements and was equal to 18980 units. No coordination with other survey samples was done.

The sample enables to obtain estimates with sufficient accuracy for additional group defined as NACE rev2: 26.1-26.4, 26.8, 46.5, 58.2, 61, 62.01, 62.02, 62.03, 62.09, 63.1, 95.1

All units from the last year sample and were not present in 2011 year sample were included into the sample (6764 units). Also stratas in the frame contained small number of units were integrally included into the sample (721 units). The calculation of sample sized was based on precision requirements and was equal to 17409 units. No coordination with other survey samples was done.

We have used only codes for active enterprises : 11,12,13,14 ( acting enterprises, enterprises under organization, enterprises in liquidation, enterprises declaring insolvent ) which had turnover, purchases and persons employed during a period we were interested  in.

 

Stratification: General sampling scheme was proportional stratified sampling design - 25*3 strata (NACE rev2).  However there were several exceptions. (1) All large enterprises (3047 units) with more than 249 employees were included into the sample. (2) All units from the last year sample that existed in 2010 and were not present in 2009 year sample were included into the sample.  There were 5647  such units. (3) Due to non uniform distribution of units between different strata in the frame, some strata that contained small number of units were also included into the sample. There were 285 such units. The remaining units were allocated proportionally as mentioned above after removing from the frame units that were taken to the sample now and in 2009.

Firstly all large enterprises (3049 units), that is having more than 249 employees, were included into the sample. Secondly all units from the last year sample that existed in 2009 and were not present in 2008 year sample were included into the sample.  There were 6456  such units. Thirdly due to non uniform distribution of units between different strata in the frame, some strata that contained small number of units were also included into the sample. There were 3540 such units. The remaining 6718 were allocated proportionally as mentioned above after removing from the frame units that were  taken to the sample now and in 2008.

General sampling scheme was proportional stratified sampling design - 26*3 strata (NACE rev2).  However there were several exceptions. Firstly all large enterprises (3023units), that is having more than 249 employees, were included into the sample. Secondly all units from the last year sample that existed in 2008 and were not present in 2007 year sample were included into the sample.  There were 4018 such units. Thirdly due to non uniform distribution of units between different strata in the frame, some strata that contained small number of units were also included into the sample. There were 4134 such units. The remaining 4284 were allocated proportionally as mentioned above.

(NACE rev1) or 16*3 strata (NACE rev2) However there were several exceptions. Firstly all large enterprises (3184units), that is having more than 249 employees, were included into the sample. Secondly all units from the last year sample that existed in 2008 and were not present in 2007 year sample were included into the sample.  There were 4173 such units. Thirdly due to non uniform distribution of units between different strata in the frame, some strata that contained small number of units were also included into the sample. There were 1660 such units. The remaining 5425 were allocated proportionally as mentioned above.

Stratification:

General sampling scheme was proportional stratified sampling design - that is one tried to include same proportion from each of 14*3 strata. However there were several exceptions. Firstly all large enterprises (2980units), that is having more than 249 employees, were included into the sample. Secondly all units from the last year sample that existed in 2007 and were not present in 2005 year sample were included into the sample.  There were 4827 such units. Thirdly due to non uniform distribution of units between different strata in the frame, some strata that contained small number of units were also included into the sample. There were 1439 such units. The remaining 4871 were allocated proportionally as mentioned above.

Stratification:

Stratified random sample method was used in ICT usage and e-commerce survey in enterprises. Following variables were used to stratify: kind of activity according to NACE classification and size classes expressed in number of persons employed.

There were 15 strata with regard to kind of activity with a slight difference (strata 13 was split into two: consisted of NACE 70,71,74 and NACE 73 which constituted separate stratum).

Taking into account size classes the range of the number of persons employed has been split into 5 instead of 3 classes. Hence altogether there are 75 strata. Firstly, some domains of economic activity or some strata that contained very few enterprises as well as large enterprises (with more than 249 employees) were taken wholly to the sample. This gave 5128 units. Secondly to continue rotation, 4191 enterprises from the last year sample that were present in the 2005 frame were also taken to the sample. This gave 9319 units allocated without sampling. The remaining units were allocated using method of equal precision in the domain (of economic activity) and Neyman allocation among the strata (size*won –administrative unit). This way we allocated 4848 units.

Rotation will not be used for estimation, but to follow up progress in ICT usage in part of units.

The survey in Financial Enterprises (J section) is a full-scale survey so all 833 enterprises in the required aggregates are in the sample.

Stratification:

Firstly, some domains of economic activity and large enterprises (with more than 249 employees) were taken wholly to the sample. This gave 3633 units. Secondly to start rotation, enterprises from the last year sample that were present in the 2005 frame were also taken to the sample. This gave 4508 units . Thirdly some cross strata of economic activity and size that contained small number of enterprises were also taken wholly to the sample. They were 118 units. Thus we obtained 8259 units in the sample. The remaining units were allocated using method of equal precision in the domain (of economic activity) and Neyman allocation among the strata (size*won –administrative unit). This way 5265 of units were allocated. Finally just before starting the survey (in March) sample was corrected  by removing some not active enterprises and adding new units because of some small changes in population.

Survey was conducted in April 2005 and reference period was adequate to the requirements of the model questionnaire.

The sample size in the Enterprise survey increased from 6570 in 2004 to 12905 enterprises in 2005 (for the required NACE aggregates excluding sections C, E, J and groups 55.3-55.5). It helps to provide more precise results.

Also the sample size includes additional NACE section like C, E and groups 55.3-55.5 for 2005 round. Whole sample size (excluding J section) was 13981.

More detailed breakdown for the size classes (5 levels) and rotation in sample were applied for the selection of the sample.

Survey in Financial Enterprises (J section) has been conducted for the first time in Poland in 2005. This is the full-scale survey which includes 1232 enterprises in the required aggregates.

Stratification:

There were 42 strata – 14 kinds of economic activities and 3 kinds of size classes.  We also tried to be as close as possible to the total sample size of 6500. Since the distribution of population size between the strata was unbalanced we decided to take all units to the sample from those strata that contained less than 180 elements.  This gave 1307 units. Remaining units in the sample were selected using algorithm that assures equal precision of one of the variables in each of the remaining strata. Since the survey is carried out for the first time and no prior knowledge of the surveys variables was known we decided to use one of the variables available in the Business Statistics 2003 survey, namely value of the hardware in the enterprise. So this variable was used as the stratifying variable. The applied method together with rounding units gave sample size 6570 units. No method of coordination or non-overlapping with other surveys was used.
