(EBES)
Terms of Reference: Working Group One
This is a working draft of the Terms of Reference for EEG6/WG1. It was reviewed and and discussed by its members at the EEG6/WG1 meeting in Eltville before being presented to the EEG6 group for approval.
WG1 is a sub-committee of EBES Expert Group 6 (EEG6). It works on behalf of EEG6 on matters related to the standardisation of the exchange of aggregated statistics, including multi-dimensional statistical arrays and time series.
Before submission and dissemination to other EDI standardisation bodies or other structures of EBES, standards produced by the group must be agreed by EEG6.
Every interested member of EEG6 is invited to participate. Experts may also be invited for specific topics.
The scope of WG1’s involvement in the standards activity for the exchange of aggregated statistics covers:
· Development of a common model that defines the classes and associations between them of the data and related metadata to be exchanged
· Development of syntactic specifications that implement the model
· Development of associated user and technical documentation to aid implementation of the specifications
· Awareness and promotion
· Act as the forum for issues raised relating to the use of the syntactic specifications
The activities of WG1 are:
1.
Determine
the requirements for the transfer by electronic means of data and related
metadata for aggregated statistics and time series.
2.
Develop
models, technical specifications, and related user and technical documentation
that fulfil these requirements.
3.
Act
as a forum for the exchange of ideas and experiences relating to the
implementation of technical specifications developed by WG1.
4.
Assist
EEG6 in progressing WG1 specifications through the international
standardisation processes.
5.
Promote
the use of WG1 specifications both within the statistical domain and in other
relevant domains.
6.
Establish
and maintain a workplan agreed with EEG6.

The continuing need for the working group should be reviewed by group's members every two years or sooner if necessary and a recommendation should be made to the EEG6 on whether to continue or not.
