The following is a simulation of a real situation that may happen when you have vessels calling at ports. This is not an attempt of harmonisation of the manifest.
You are the representative of a carrier, a shipowner or a ship agent. For each vessel calling at port, you are requested to send a cargo manifest to the port authority and a customs manifest to the customs administration. You may now also have to send statistical data either directly to the statistical office (this might happen in the Netherlands or Germany), or via the port authorities (this might happen in Spain or in France).
Wouldn't it be easier NOT to fill in an additional form? what if the port authority, the customs and the statistical office could get all this information that you would send only once?
This is possible through the use of EDIFACT messages such as CUSCAR and IFCSUM. The EDIMARS project has defined ways of extracting the statistical data directly from such operational messages. The other advantage for you is that these messages are more and more accepted in European ports.
Note that EDIMARS also showed that in some cases the information may be extracted directly from information systems databases, even if you do not use EDIFACT messages.
The statistical form could look like the one below. To keep it simple, we have considered one vessel arriving at a port, loaded with two types of cargo only.
