The following is a simulation of a real situation that may happen when collecting data from transport operators and/or port authorities. This is not an attempt of harmonisation of the manifest.

You are either :

You are requested by the transport operators and/or the port authorities to send monthly maritime transport statistics to the Department of Transport (it could well be a Regional or National Statistical Office).

For each vessel calling at ports, you receive (and/or you send) cargo manifests on behalf of the port authority (and/or transport operators).

Using the information contained in these manifests, you must fill in pre-defined forms such as :

Then, at the end of each month, all these declarations should be summed up and transmitted to the Department of Transport. If you have an Information System, once you have entered the information it can be automatically aggregated and summed up for you. The monthly table could look like:

Wouldn’t it be easier NOT to fill in this form? and NOT to need any manual entry? what if you could get all this information from the transport operators and process it automatically?

This is possible through the use of EDIFACT messages such as CUSCAR and IFCSUM. The EDIMARS project has defined ways of extracting the statistical data directly from such operational messages, and generate a GESMES message required for statistics.

Note that EDIMARS also showed that in some cases the information may be extracted directly from information systems databases, even if you do not use EDIFACT messages.
