This is a glossary of acronyms and terms which are likely to be encountered by
members of the STNE Working Group. It includes terms which may now be out of date, but are
contained in older documents in the library.

API | Application Programming Interface. |
Application | A computer program designed for a specific task or use. |
ASCII | American Standard Code for Information Interchange - a character set format for computer data that represents characters using binary digits. |
Attribute | (statistical context); concept associated with an observation that is not part of the key structure of its time series. |
AUTACK | A generic EDI message - for secured authentification and acknowledgement. This message may be used with CUSDEC/INSTAT or CUSRES/INRES. |
AZEB | Australia/New Zealand EDIFACT Board. |

BBS | Bulletin Board System: computer software system that may be used to collect data using EDI. |
BIS | Bank of International Settlements. |
BISE | Base d'Information Statistique de l'Entreprise, in the context of SERT. |
BOP | Balance Of Payments. |
BOP*** | The Balance Of Payments family of EDIFACT messages (BOPBNK, BOPCUS, BOPDIR, BOPINF). |
BOPBNK | An EDI message - for transmission of transaction reports from commercial banks to central banks. |
BOPCUS | An EDI message - for transmission of debit and credit transaction reports from commercial banks to central banks. |
BOPDIR | An EDI message - for transmission of aggregated information from traders to central organisations. |
BOPINF | An EDI message - for transmission of transaction details from a trader to a central bank. |

CEFACT | Centre for Facilitation of Practises & Procedures for Administrations, Commerce and Transport - Replaces the former WP.4 since March 1997. |
CEN | Comité Européen de Normalisation. |
CFF | Common File Format. |
CFT | Call for Tender. |
CLASET | An EDI message - for the exchange of classification structures and definition, correspondence tables, codelists and lifecycle. |
Classification | The systematic grouping of units into categories on the basis of relationships between data elements. |
CLIP | Call Line Identification Parameters - an 'added value' telecommunications service enabling restriction of access to pre-defined exchange partners. |
CMC | A telecommunication protocol. |
CMFB | Committee on Monetary, Financial and Balance Of Payment Statistics. |
CN | Combined Nomenclature. |
CNA | Competent National Administration. |
Collaboration agreement | An agreement specifying the nature and level of collaboration between two or more organisations involved in DSIS. |
COMEDI | See EDICOM. |
COMEXT | A Eurostat reference database - intra- and extra- EU trade. |
Comment | (Statistical context); textual property of an observation. |
Common metadata | Metadata that are not specific to a particular statistical domain, e.g. country and language codes. |
Communications server | Set of hardware and software components that manages the exchange of data between partners. |
Community Statistical System | A system of agreed standards, organisational methods and structures for producing statistics for and on the European Economic Area; a system based on the principles of subsidiarity and on a high level of co-operation amongst organisations involved in European statistics. |
Consignment | (STADIUM); data flow between STADIUM partners. |
CORBA | Common Object Request Broker Architecture. |
CRONOS | See NEW CRONOS. |
CSC | Customer Support Centre. |
CSO (IE) | Central Statistics Office - Ireland. |
CSS | Community Statistical System. See Community Statistical System entry. |
CUB.X | A tool for viewing reference data - a Eurostat tool. |
CUSCAR | An EDI message - Custom Cargo Report - for reporting from shipping lines and agents either to port authorities or directly to CNAs. |
CUSDEC | An EDI message - for CUStoms DEClarations. |
CUSDEC/EXSTAT | An EDI message - for declaring trade that is external to the European Union in accordance with the EXTRACOM regulation. Sent by economic operator to the National Administration. |
CUSDEC/INSTAT | An EDI message - for declaring intra-Community trade in accordance with the INTRASTAT regulation. Sent by economic operator to the National Administration. Automatically generated by IDEP/CN8 software. |
CUSPED | An EDI message - for Customs periodic declarations being developed jointly by Customs group (EEG3) and EEG6 WG5. |
CUSRES/INRES | An EDI message - for returning acknowledgement of successful receipt (or otherwise) of an CUSDEC/INSTAT or CUSDEC/EXSTAT message. Sent by the National Administration to the economic operator. |
CWA | CEN Workshop Agreement. |
Cyber-conferencing | A discussion between two or more groups of people who are in different places but can see and hear each other using electronic communications. Pictures and sound are carried by the telecommunication network and such conferences can take place across the world. |

Data flow | Movement of a dataset between organisations, or between units within an organisation. |
DATAMED | Data capturing in Mediterranean countries. |
Dataset | See statistical dataset. |
DATA SHOP NETWORK | A high street shop where individuals or organisations can request in person, telephone, fax, normal mail or e-mail, general information on harmonised statistics. |
DBMS | Database Management System. |
Desk to desk connectivity | implementation of electronic methods of data communication between individuals in different organisations eg the use of e-mail. |
DFT | Eurostat proprietary file format used by the New Cronos database. |
Dial-up line | PSTN communications accessible via modem. |
Dissemination data | Aggregated data which are compiled as publications in paper and/or electronic form both for a well defined and targeted public, such as political and administrative decision makers, and for a wider and less well defined readership. |
DMR | Data Maintenance Request in the UN/EDIFACT standardisation process. |
'Door to application' (and vice versa) | The transfer of data between an application system and a communications server within an organisation. |
'Door to door' | Communications link that facilitates the transfer of data between exchange partners over an external network. |
DOSES | Precursor to DOSIS project. A Eurostat research initiative. |
DOSIS | An Action Plan for statistically-oriented shared-cost projects in Information Technology and Telematics, collectively referred to as DOSIS. This programme supports collaborative R&D projects carried out by multi-national consortia in areas of statistics particularly oriented towards the needs of producers and users of Official statistics. These projects are funded through the IT Programme of DG III and the Telematics Programme of DG XIII. |
DSIS | Distributed Statistical Information Services - a framework, embracing a range of activities, which aims to support the Community Statistical System. A Eurostat initiative sponsored by the IDA programme. |
DSIS organisation | Organisation within the European Economic Area that is involved in exchanging statistical data with other DSIS organisations. |
DSIS Programme Handbook | A document to assist the effective management of the DSIS Work Programme and written for those people involved in DSIS at both the programme management and the activity level. It a includes a clearly defined hierarchy of responsibilities with monitoring and reporting procedures and provides a set of standards, models and guidelines. |
DSIS Work Programme | Now part of the STNE work programme. |
DSIS-IRC | DSIS Information Resource Centre. A web based service to support various working groups. |
DSSSL | Document Style Semantics and Specification language. |
DTD | Document Type Definition in SGML. |

EAO | EDIFACT and Associated Objects group. |
EBES | European Board for EDI Standardisation. Western European EDI authority placed under the umbrella of CEN replaces the WE/EB. |
EBES/EG6 | European Board for EDI Standardisation /
Expert Group 6 - Statistics (or EEG6). These sectorial groups replace the former Message Development Groups (MDs). EGs are regional and Western Europe specific - when they meet inter-regionally (during JRTs) they become Joint Meetings (JMs). |
EBTI | An IDA project - European Binding Tariff Information. |
EC | Electronic Commerce. |
EC | European Community (now the European Union). |
ECB | European Central Bank. Organisation which, together with National Central Banks, will constitute the European System of Central Banks (ESCB), with the responsibility for monetary policy in the 3rd and final stage of Economic and Monetary Union. |
ECB/SD | European Central Bank / Statistics Division. |
ECE - Geneva | UN/ECE. Economic Commission for Europe of the United Nations. |
ECSC | European Community of Steel and Coal. |
ECU | European Currency Unit. See EURO. |
EDI | Electronic Data Interchange - the electronic 'door to door' transfer of data between organisations using a standard message format. |
EDIBOP | EDI Balance Of Payments project. A task force of CFMB. |
EDICOM | A project to help implement the INTRASTAT system. It is
concerned with intra-Community trade statistics. The aim of EDICOM is to simplify the
notification requirements of INTRASTAT. (formerly COMEDI) Eurostat project to enable the collection of external trade statistics between Member States after the removal of customs barriers in 1993. |
EDIFACT | Electronic Data Interchange for Administration, Commerce and Transport. A UN standard specifying the structure rules for EDI messages. |
EDIFLOW | A project which is compiling a survey of dataflows from Member States to Eurostat. |
EDIMARS | EDI for MARitime Statistics. A project that facilitates the exchange of experience between the member states in the organisation and implementation of maritime statistics data collection (European Council Directive 95/64/EC). |
EDISENT | Electronic Data Interchange between Statistics and ENTerprises. A software program developed to reduce the burden caused by conducting surveys at enterprises and institutes. After completion of a once-only adjustment, EDISENT allows for the automatic filling of electronic questionnaires and for sending the results to the data collector(s). |
EDIVAT | A project is concerned with the transfer of VAT data through accounting units using RDRMES. |
EDIVAT II | Follows the EDIVAT project. |
EEA | European Economic Area. |
EEA | European Environment Agency. |
EEG | EBES Expert Group. EEG6 is the 6th group (of 14), in charge of EDI for the statistical sector. EEGs are regional and Western European specific. |
EFTA | European Free Trade Association. |
EIONET | An IDA project - European Environment Agency Network. |

EMCDDA | An IDA project - European Monitoring Centre for Drug and Drug Addiction. |
EMEAN | An IDA project - European Medicine Evaluation Agency Network. |
EMI | European Monetary Institute - European Union institution that will become the European Central Bank at Stage 3 of Economic & Monetary Union. |
EMU | European Monetary Union. |
ENS | European Nervous System. |
EPHOS | European Procurement Handbook for Open Systems. |
ERDF | European Regional Development Fund. |
ERE | European Reference Environment. |
ESA | European System of Integrated Economic Accounts. |
ESA 95 | European System of Integrated Economic Accounts - a regulation concerning the collection of National and Financial Accounts data. |
ESCB | European System of Central Banks: will comprise the ECB and National Central Banks. |
EU | European Union (formerly the European Community). |
EURES | An IDA project - computer system to process the exchange of job vacancies across the European Community. |
EURO | The European currency unit. See ECU. |
EUROCRON | Eurostat wide-dissemination database. |
EUROFARM | A project for standardisation of methods for obtaining agricultural statistics. Provides an overview of farm structure, agricultural holdings, wine growing and orchard fruit trees. A Eurostat project. |
EUROPOL | European Police Office. |
EUROSTAT | Statistical Office of the European Communities. |
EWOS | European Workshop on Open Systems. |
EXTRACOM | A set of actions to exploit the use of telematics in support of EDICOM. |
Extranet | A private communications network between partners at remote sites that uses Internet technology and protocols. |

FAME | Forecasting, Analysis and Modelling Environment - a database tool mainly used for the production of statistical tables. |
Frame Relay | Packet mode protocol for data transmissions. |
FIDES | An IDA project - Fisheries Data Exchange System. |
Firewall | A hardware/software method used to protect a computer network from unauthorised use by those outside the network. |
FIS-IDES | An IDA project - Fast Information System - Interactive Data Exchange System. |
Fourcom | An IDA project - a communication network between CNAs to facilitate the exchange of management information that is handled by the Advisory Committee on Restrictive Practices and Dominant Positions (DG IV Competition). |
FTP | File Transfer Protocol - a transport protocol used for the transmission of data files over the Internet. |
Functional address | An address that is associated to one's function rather than to a person. The address does not have to be changed when the function is taken over by a different individual. It is often associated with e-mail. |

Gateway | A computer that connects two or more incompatible network systems. |
GESMES | An EDI message - GEneric Statistical MESsage - for the exchange of any type of multi-dimensional data or chronological series. |
GESMES/BOPSTA | An EDI message - for the exchange of aggregated Balance Of Payment STAtistics between statistical organisations. |
GESMES/CB | GESMES/Central Bank - a GESMES profile under development specifically for the exchange of financial statistical data within the ESCB. |
GESMES/ECOSER | A set of GESMES profiles that are encouraged for data transfer within the Community Statistical System. |
GESMES/ECOSER | An EDI message - for the exchange of economic time series. Supports multiple periodicities, breaks in the series, and fixed and variable periodicities. |
GESMES/PRODCOM | An EDI message - for reporting the exchange of goods classification associated with the PRODCOM regulation. |
GESMES/STATEM | An EDI message - for reporting the results of intra and extra-Community trade sent by the National Administration to Eurostat. |

INTRASTAT | A system to implement the EU Regulation which requires the reporting of statistics relating to trade between Member States. |
ISDN | Integrated Services Digital Network - a value added service giving fast digital data transmission. |
ISSS | Information Society Standardisation System. |

JM8 | International Joint Meeting Group dealing with Statistics during JRTs Dedicated to the development of EDIFACT messages for the statistical sector. EBES/EG6 takes part in JM8. |
JRT | Joint Rapporteurs Team Meeting. International EDIFACT convention. These international meetings gather all EDIFACT regions and all development groups twice a year. |

Metadata | Data about data, or the additional information that is necessary for data to be meaningful. For DSIS purposes this includes classifications, nomenclatures, valid codes and free text descriptions such as footnotes that are applicable to statistical data. Other possible metadata are theme, domain, subject, table definition, and dimension. |

NST | Goods classification for transport. |

Pilot scheme | A trial of an idea to test, refine and validate both the organisational procedures and practices and specific technical attributes. Pilot schemes may be used to demonstrate a proposed solution. |

PSI | Provider of Statistical Information. |
PSTN | Public Switched Telephone Network. |

RDRMES | An EDI message - for raw data reporting - in particular for returning the responses to questionnaires on statistical sectors, including VAT declarations, employment, UK steel industry, trading levels, excise details, material usage, tax returns, as a response message (acknowledgement and indication of error). |
Reference data | Detailed data where the methodology is well established, standardised, uniform and scientific, and which are intended for experts who are capable of using their own means to seek out what they require. |
REGENT | An EDI message - for the register of enterprises. |
REGIO | A Eurostat reference database - the regions of Europe in figures. |
REGIOMAP | The geo-statistical software of the regions of Europe. |
Region | In EDIFACT terminology, vast geographical areas, roughly corresponding to continents. There are 6 EDIFACT regions: Africa, Asia, Australia/New Zealand, Central and Eastern Europe, Pan-American and Western Europe. |
REITOX | An IDA project - Information network for the EMCDDA. |
REQARR | An EDI message - for requests to be sent to statistical databases for information to be provided as a GESMES message. REQARR is intended to be used in an iterative way in order to refine gradually the request until the final request for data is made. |
RESMA | An IDA project - RESeau des MArques. |

SHIFT | An IDA project - System to assist the health controls of imports of items at frontier inspection posts from third countries. |
SIG | Special Interest Group. |

SIMAP | An IDA project - Système d'Information des Marchés Publics - Public Market Information System. |
SIMONE | Classification server at Eurostat. |

SME | Small and Medium sized Enterprises. |
SMTP | Simple Mail Transfer Protocol. |
SOCADE | An EDIFACT message - for exchange of date in the social sector. |
SORS | Statistical Office in Slovenia. |
SPC | Statistical Programme Committee. |
SQL | Structured Query Language. |
STADIUM | Statistical Data Interchange Universal Monitor - Eurostat communications server that controls the reception and routing of data files. |
STADIUM Client | Software tool installed at some NSAs that manages the exchange of statistical data with Eurostat. |
STADIUM - E - mail | STADIUM directly linked to electronic mail. Greater autonomy provided. Used for intermediate volume and frequency of exchanges. |
STADIUM Server | Software application within Eurostat that manages the 'door to application' exchange between Eurostat units and their exchange partners. |
STADIUM - Web | Web option for using STADIUM where user only needs connection to the Internet and a browser. Used for short infrequent messages as transmission process slow and web access dependent. |
STANORM | Statistiques Normalisation. Eurostat project to promote the use of exchange standards in statistics. |
STATEC | Service Central de la Statistique et des Etudes Economiques - Luxembourg. |
STATEL | Statistiques Télétransmissions - Eurostat multi-protocol file exchange facility with integrated telecommunications. |
Statistical dataset | Generally a collection of statistical data. Specifically for DSIS purposes a data set is defined as the smallest unit of statistical data that is exchanged between partners. |
StBa | Statistisches Bundesamt - Germany. |
STEP | Syntax for specification of products. Used extensively in military applications. |
STNE WG | Statistics, Telematic Networks and EDI Working Group - Eurostat. |
STNE work programme | A rolling work programme of the STNE WG which is endorsed annually by the SPC. |
STRINGS | Statistical Report Integrated Generation Service. Project to promote the use of standardised interfaces to facilitate the integration of various components of a publication. A Eurostat project. |

TAG | Telematics and Administrations Group (now TAC), in the context of the IDA programme. |

TARIC | An IDA project - TARif Intégré Communautaire - nomenclature and code list system. |

TELER | TELematics for Enterprise Reporting. A 4th framework research and development project. |
TESS | An IDA project - Telematics for Social Security, SOSENET. |
TESTA | Trans-European Services for Telematics between Administrations - an IDA sponsored framework for the procurement of communications services. An EC DGIII initiative. |
Time series | Time ordered set of observations collected at a consistent frequency. |
TRANSIT | An IDA project - A Customs and Indirect Taxation system to facilitate the movement of goods within the Community and EFTA countries. |

UN/ECE | Economic Commission for Europe of the United Nations. |
UN/EDIFACT | United Nations EDIFACT, conducted under the auspices of UN Working Party 4 on International Trade Procedures. UN Standard (ISO 9735). |
User role | A collection of access rights to information systems, applications, metadata and data. |
